The artist, Michael Dickinson, was arrested in Istanbul in 2006, charged with insulting the Turkish President Tayyip Erdogan by depicting him in a collage as a show dog being awarded a medal by George Bush. After a series of trials he was found guilty in 2010. He was deported from Turkey in 2013 after 27 years residence. He now lives in London. An essay by Dickinson about the Queen can be read here.
