In my copy of Slackware, stty is in the sh_utils package, on the a5
disk.  It provides these programs:
   basename date dirname echo env expr false logname nice hohup
   pathchk printenv printf sleep stty tee test true tty uname
   who whoami yes

If you cd to /var/log/packages, do you find an "sh_utils" file?
Either way, you should probably reinstall the sh_utils package.
