I have little experience using Emacspeak, but a few things are obvious:
since the speech synthesizers Emacspeak currently works with all hardware
devices, the load on the CPU of the speech generation should be minimal or
nonexistant.
The primary load on the computer will be Emacs itself, which is very, er,
hefty. I'd say 8M memory and 60Mhz CPU is probably the minimum. My
installation of XEmacs appears to take up about 60M of disk space, which
should be comparable to Emacspeak.
The only other task that weighs Linux down is the compiler: it also likes
to use lots of memory and lots of CPU. 4M is the absolute minimum to
compile some programs. If you are going to do any development, I'd again
say 8/60 is the minimum.
