The emacs that has no X support is called emacs-nox in the redhat 
distribution. The current version's full name is emacs-nox-19.34-4.i386.rpm 
(this is the binary for intel x86 machines). Here is some of its package 
information:

Summary     : emacs-nox -- no X libraries required
Description :
This package contains an emacs binary built without support for
X Windows.  While the emacs binary in the main emacs package will
work fine outside of X Windows (on the console, for instance),
the one in this package has a smaller memory image.
