LILO is a boot manager, which lets you choose operating system when the
machine boots.

Yes. lilo is a program that you run _under_ Linux. It installs itself on
the boot sector of the (hard) disk, so the next time you reboot your
system, it shows you the LILO prompt and lets you select OS and give boot
command line arguments.

If you are looking for a program that repartitions your disk without loss
of data, I can recommend FIPS which I used. You can for example get it
from the install directory of any slackware distribution (sunsite or a
mirror).
