I suggest 'The Sultanate of Oman International Conference on water
resources management in arid countries', initiated by Oman Ministry of
Water Resources, and held in Muscat, March 1995, now published in 3
volumes, which includes a large numder of papers on Oman, mostly in
English. 

The Ministry may have further useful publications, though whether it is
a current ministry or not is difficult to tell, Water resources has some
years been part of the Ministry of Electricity and Water, or part of the
Ministry of Agriculture.., and it appears to change frequently. The
directory we have for 1995 suggests that there was a Ministry of
Electricity & Water that year, which appears to contradict the evidence
in the Conference book that 'Water Resources' was then a separate
Ministry.
